Reason:
Either the Java virtual machine is unavailable on the target machine, or is not included in the "PATH" environment variable.
Action:
Add the JAVA_HOME\bin directory to the System PATH variable, if it is not already added. Ensure that the JAVA_HOME variable points to a valid Java virtual machine.
